Decalogue on Access to Public Information: The Right to Know




Access to public information is a fundamental right and a key element in strengthening democracy. It enables citizens to be informed, to monitor, and to participate in public affairs, promoting transparency and government accountability. To guarantee this right, it is essential to have clear principles and effective mechanisms that regulate its implementation.

In this context, we present the Decalogue on Access to Information, a set of principles that establish the foundations of this right and its proper application. This document highlights the presumption of openness, transparency, non-discrimination, free access, and the responsibility to comply with regulations, among other key aspects.

Although this decalogue uses expressions such as “law”, its content is based on general principles of access to public information that go beyond any specific regulation. The aim is to provide a guide applicable to any legislation governing this right, while respecting the particularities of each national or local legal framework.
